Preliminary NOR Sarasota-Havana Race

May 12-18, 2011

 1. Rules

 

1.1  The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

 

1.2  The organizing authority is the SYC Charitable Foundation, Inc.

 

            1.3 West Florida PHRF Class Rules will apply. See www.westfloridaphrf.org.

 

 2. Eligibility

 

2.1 The regatta is open to any single hulled, self-righting, enclosed cabin sailing boat that

       holds a current valid WFPHRF rating with a maximum rating of 285, and to all

       offshore multi-hull yachts that have a current valid WFPHRF rating. All boats must

       meet the WFPHRF Category 1 Safety, Crew and Equipment Requirements and

       additional requirements per Addendum A below.

 

For additional safety information you may want to review ISAF Offshore Special Regulations for Category 1. (monohull)  Or  (multihull)

 

            2.2 All boats shall have a minimum overall length of 28 feet.

 

            2.3 Owner and/or skipper shall mean the person, whether or not the owner of the boat, who

                   will be in charge of the boat and will be responsible for its handling and safety, the

                   conduct of its crew while ashore as a guest of SYCCF and the Hemingway

                   International Yacht Club of Cuba, and shall be responsible for compliance with the

                   NOR and Sailing Instructions.

 

            2.4 All boats shall carry a workable VHF radio capable of receiving and transmitting on

                   channels 16 and 72, and receiving weather broadcasts.

 

            2.5 The minimum crew shall be four (4) persons.

 

            2.6  Classes shall be WFPHRF Spinnaker, WFPHRF Non-Spinnaker, WFPHRF Cruising,

                   WFPHRF Racer Cruiser and WFPHRF Multihull as defined by the WFPHRF Rules.

            2.7  True Cruiser and Racer/Cruiser entrants intending to use a spinnaker or a cruising

                   spinnaker under the provisions of the WFPHRF Class Rules shall notify the race

                    committee of their intention prior to the conclusion of the skippers’ meeting.

 

            2.8 A minimum of five boats will be required to make a class.


 

3. Entries and Fees

 

            3.1 Entries shall be made online or by printing and completing the Official Entry

                  Form and accompanied by an exact copy of the boat’s current WFPHRF Rating

                  Certificate.

 

            3.2 The entry Fee is $1,000.  A non-refundable deposit of $100.00 is due with the

                  application. The balance of the entry fee will be due and payable upon governmental

                  approval to conduct the Regatta.

 

 4. Sailing Instructions

 

            4.1 The Sailing Instructions will be available at the Skippers’ Meeting and will be

                   posted as a courtesy at www.syccharitablefoundation.org. However the official

                   instructions are the printed copies available at the Skippers’ Meeting.

 

5. Schedule

 

 5.1 Registration is open until 120 boats have paid the balance of the entry fee or by

       April 20, 2011, whichever is sooner.

 

5.2 An accurate and complete crew list shall be provided either online or in writing prior to

      March 15, 2010. All participants must have a valid US Passport. A form will be  

      available online to fill this crew list out once the permits have been approved.

 

            5.3 Check-In: Thursday, May 12, 2011, 1000-1900 hrs at Sarasota Yacht Club.

 

            5.4 Skippers Meeting: May 12, 2011 at 1930 hrs at Sarasota Yacht Club.

(but may be required in advance of this depending on the OFAC License requirements)

 

            5.5 Havana Party Friday May 13, 2011 (details to be coming).

 

            5.5 Warning Signal: Saturday, May 14, 2011 Time TBD.

6. Classes and Divisions

 

            6.1 Depending on the number of entries in each class, there may be a division of classes.

 

            6.3 Divisions will be assigned based on a combination of rating, displacement and sailing

                  characteristics of each boat.


 

 

 7. Venue

           

            7.1 Addendum B shows the starting area in the Gulf of Mexico.

            7.2 The race will be in the Gulf of Mexico and the Straits of Florida.

 

8. Course

            8.1 The start will be approximately 27° 15.728 N, 82°34.668 W.

            8.2 Boats are required to pass Rebecca Shoal to PORT.  

 

9. Finish

 

 Finish off Entrance Buoy Hemingway International YC approximately  23° 05.3' N, 82° 30.3' W.

 

 10. Scoring

Corrected times for monohulls will be calculated using time on distance based on the boat’s WFPHRF OWC rating. Multihull scores will be calculated using the WFPHRF rating and time on time formula.

 

 11. Time Limit

            TBD

 

12. Prizes

            Trophies will be awarded based on the number of entries in each division.

 

13. Dockage

Dockage at SYC will be available for no dockage fee from May 8-15. Dockage at Marina Hemingway will be arranged in advance by the organizing authority for each entry at no charge.

Preliminary Addendum A

SYC Sarasota-Havana Regatta

Safety Equipment List

 

In addition to the West Florida Performance Handicap Racing Fleet’s (WFPHRF) safety equipment requirements for a category 1 event, the following additional safety equipment is required.

  1. Jack Lines – (2, both port and starboard) and safety harnesses.
  2. Rigging cutting tool (minimum requirement – hack saw).
  3. Man Overboard Retrieval System – A Life Sling is suggested, throw cushions do not qualify.
  4. Life Raft, per ISAF Offshore Regulations Category 1 Race. 

       GPS

  1. Radio, 25 watt VHF

 

In addition to the REQUIRED equipment listed above, the following safety equipment is strongly RECOMMENDED:

 

  1. Emergency Position Indicating Radio Beacon (EPIRB), transmitting at 406 MHz.
  2. Sat Phone
  3. Transponder
  4. Buoyant “Ditch Bag”, that holds all of the equipment needed to abandon ship in an emergency, it should be stowed away for easy access. Please consider the following items for inclusion:

Water – may be a 5 gallon jug on deck

During some passages you may want to store your passports and some cash in the ditch bag too. If you need glasses to read GPS and radio displays, or the fine print on your life raft’s warrantee, pack an inexpensive pair of generic reading glasses!
